Tim Clark is a 25-year communications, public affairs and government relations strategist. He served President Donald J. Trump as a Senior Executive and Policy Advisor in the White House Executive Office of the President and as White House Liaison to the U.S. Department of Health and Human Services (HHS). He also played a pivotal role in the 2016 presidential election as Southwest United States Trump/Pence Campaign Coordinator.
Mr. Clark currently serves as President & CEO of Clark Doster Associates LLC. He is an expert at messaging, public opinion analysis, coalition development & grassroots advocacy, and his work has been recognized for excellence by the American Association of Political Consultants.
Serving the President
In January 2017, Mr. Clark joined the presidential transition as the White House Liaison to the U.S. Department of Health and Human Services, leading the Administration in assuming operational control of government’s largest agency. Mr. Clark subsequently oversaw hiring for the agency’s 200 senior presidential personnel, including leadership for NIH, CDC, FDA, Centers for Medicare & Medicaid (CMS), National Cancer Institute, and many others.
Mr. Clark then went on to serve as Policy Advisor in the White House’s Domestic Policy Council and Senior White House Executive in the Executive Office of the President.
In 2018, Mr. Clark served as HHS “acting” Assistant Secretary for Public Affairs, where he directed the agency’s leading role in the Trump Administration’s 2018 Opioid Crisis Response public relations rollout. The HHS team delivered over 50 national and regional media interviews and multiple live events, reaching a combined audience of over 25 million.
Electing President Trump, 2016
In 2016, Mr. Clark served as the California State Director and Southwest U.S. Political Coordinator for the Trump/Pence campaign. In the California presidential primary, Mr. Clark directed a grass roots and earned media campaign that swept opponents Ted Cruz and John Kasich in all 53 congressional districts, earning 172 California delegates for Donald J. Trump and locking up the national GOP nomination.
In the General election, Mr. Clark helped plan and execute earned media efforts to shore-up must-win states Utah and Texas, and his team organized thousands of volunteers into 24 call-centers to contact over 2 million swing voters in battleground states Pennsylvania, Michigan, Ohio, North Carolina, and Florida – all of which were won by the campaign.
